    1988年,、正式批准实施旨在发展中国高新技术产业的指导计划--火炬计划。1989年10月,科技部火炬高技术产业开发中心正式成立,负责火炬计划的具体实施,是隶属于科技部的独事业人单位。2006年5月,科技部对原“科学技术部火炬高技术产业开发中心”、“科学技术部科技型中小企业技术创新管理中心”、“中国技术市场管理促进中心”进行了合并重组,组建了的“技术部火炬高技术产业开发中心”。
