姜作利，男，1956年2月出生，山东蓬莱人，山东大学法学院靠前经济法教授，法学博士，博士研究生导师，为（世界贸易组织秘书处提名的）世界贸易组织争端解决机构专家组成员（法官）、世界靠前经济法学会研究员、山东省调解委员会调解员、山东济南市靠前贸易法学会副会长。于1995—1997年在意大利罗马大学法学院研究靠前经济法和罗马法，曾应邀赴20多个国家的大学授课和参加靠前学术会议，其中2012年应联合国世界知识产权组织和世界贸易组织之邀参加学术会议并讲课。精通英语、意大利语、法语、拉丁语等多门外语，使用英语讲授靠前商法20多年，积累了较丰富的使用英语讲授法律的经验。所授课程曾荣获“靠前商法”双语教学示范课程。《靠前商法》（英文版）（法律出版社）已被我国100多所院校选为教材，曾被、山东省教育厅及山东大学研究生院评为很好教材。在《现代法学》、《比较法研究》、《当代法学》、《法商研究》、《政治与法律》、《靠前经济法论丛》、《靠前贸易问题》等刊物发表论文80多篇。主持完成国家社科基金、司法部、及省部级科研项目多项。出版专著6本，教材4部。
