1997年，国家主管部门研究决定由中国互联网络信息中心（CNNIC）牵头组织开展中国互联网络发展状况统计调查，形成了每年年初和年中定期发布《中国互联网络发展状况统计报告》（以下简称：《报告》）的惯例，至今已发布44次。《报告》力图通过核心数据反映中国网络强国建设历程，已成为中国部门、靠前外行业机构、专家学者等了解中国互联网发展状况、制定相关政策的重要参考。
