上海市委研究室是中史研究部门，也是市委主管业务的工作部门。主要负责：研究的历，总结的历经验，为的建设和市委决策提供历史借鉴，充分发挥资政育人的作用，为改革开放和社会主义现代化建设的大局服务；撰写上海专著，编辑出版报刊和重要书籍，综合研究上海上的重要人物；推动成果的转化，向广大员干部和群众进行、史的宣传教育；协市委有关部门审核本市拟公开发表或出版的涉及重大题材及重要领导人工作和生活情况的图书、文章等。

上海钻石交易所是经中华人民共和国批准于2000年10月27日成立的要素市场,是中国大陆的钻石进出易平台。钻交所是世界钻石交易所联盟（WFDB）成员，按照国际通行的钻石交易规则运行，为中外钻石交易商提供一个公平、正、全并实行封闭式管理的交易场所。

本书通过50余位见者口述史的形式记录上海钻石交易所从破土而出到茁壮成长的发展历程。上海钻交所从无到有、从小变大、由弱变强的创建发展历程，折了中国学习借鉴国际惯例和市场规则，根据本国实际推动体制、机制创新和政策调整，不断扩大对外开放、融入世界经济体系的奋斗过程，反映了中国在加入世贸组织后，持续推动减税降费和消除非关税壁垒所做的艰苦努力。

《璀璨：上海钻石交易所发展亲历者说》全书按时间顺序分为“酝酿”“筹建”“成立”“发展”“会员”5个篇章，以访谈、口述形式，从上海钻交所发展亲历者的视角，对钻交所从酝酿、成立到发展的历程进行系统梳理、回顾，对其改革发展经验加以总体呈现，进而提炼这一创造了国际化和完整市场化的典型模式经验，突出上海钻石交易所在上海要素市场的创建中所具有的重要且独特的地位。
