何亚非，外交部原副部长，国务院侨务办公室原副主任。曾任中国常驻联合国代表团参赞，外交部军控司副司长，中国驻美国大使馆公使衔参赞、公使，外交部美大司司长，外交部部长助理，外交部副部长，中国常驻联合国日内瓦办事处和瑞士其他靠前组织代表、大使。

“全球治理的中国方案”丛书（中、英文版），全面、深入地向国际社会阐释中国的全球治理观，展现中国作为一个负责任的大国，积极参与全球治理，努力为全球治理贡献中国主张、中国智慧、中国方案，并以踏实稳健的步伐，推动构建合作共赢、公正合理的全球治理体系和治理机制。

中共十八大以来，在以习近平总书记为核心的党中央领导下，中国坚定不移奉行互利共赢的开放战略，本着“共商、共建、共享”的原则和理念，积极推动全球治理体系改革和创新，提升发展中国家的全球话语权，努力为促进世界经济增长和完善全球治理贡献中国思想和中国方案。同时，中国致力于全球治理理论联系实践，对全球治理的引领作用进一步加强。何亚非《全球治理的中国方案》一书，在厘清全球治理概念、机制的基础上，阐释中国完善全球治理体系、创新全球治理机制模式的理念与实践，明确中国参与全球治理的角色定位。

“全球治理的中国方案”丛书围绕“治理”“和平”“发展”三个重要的主题，采取“3+7”的模式，共分为十分册。前三分册作为统领，围绕三大核心主题，综述中国完善全球治理体系的理念与实践，介绍中国参与全球治理的战略框架；其余七分册，按照当前全球治理的七大互动领域，包括金融安全、能源安全、气候治理、国际发展援助、人权保障、网络空间安全治理、国际反恐合作等，分别诠释全球治理具体领域的中国方案。

In the context of rapid globalization worldwide over the past few decades, China has been trying to gain a louder voice in the international community. In China and Global Governance, He Yafei, a renowned career diplomat, reviews the origin and evolution of the concept of global governance and describes the gradual shift from the present governance by the West, its monopoly of global affairs, to joint governance by East and West, which champions multipolarity. Moreover, the author presents China’s perspectives, means, and goals concerning global governance—advancing the innovative Belt and Road Initiative, striving for global peace and mutual benefits in bilateral and multilateral relations, and building a shared future for mankind.

　　On several occasions since 2016， Chinese President Xijinping stressed the importance ofChinas active participation in the international efforts to reform the system ofglobal governance. Written by a group ofpronunent Chinese scholars and offiaals， the China and Global Governance Series aims to present the international readers with China's approach to global governance and the Chinese wisdom behind it. In the ten tides forming tlus series， the authors elaborate on China's perspectives on global governance， peace， and development， as well as seven other important aspeas of global governance-finanaal security， energy security， climate change management， foreign aid， cybersecurity， human rights proteaion， and anti-terrorism.

何亚非，男，1955年3月出生，浙江宁波人。北京外国语学院研究生毕业，曾在日内瓦国际关系学院学习。曾任中国常驻联合国代表团参赞，外交部军控司副司长，驻美国使馆公使衔参赞、公使，外交部美大司司长，外交部部长助理，外交部副部长，中国常驻联合国日内瓦办事处和瑞士其他国际组织代表、大使，国务院侨务办公室副主任。

He Yafei is the former vice minister of Ministry of Foreign Affairs and that of the Overseas Chinese Affairs Office of the State Council, People’s Republic of China.

He Yafei has held many illustrious positions, such as counsellor, Permanent Mission of China to the United Nations; deputy director-general, Arms Control Department in Ministry of Foreign Affairs; minister-counsellor, Embassy of China in the United States; director-general, America and Pacific Department; assistant minister and vice minister, Ministry of Foreign Affairs; representative and ambassador, Permanent Mission of China to the United Nations Office at Geneva, Switzerland.
