李莉，1980年3月生于湖北省大悟县，于2001年和2004年分别获得北京师范大学理学学士和硕士学位，2010年获得日本国立鸟取大学国家级重点实验室干旱地区研究中心博士学位。硕、博士毕业后先后就职于北京社科院中国总部经济研究中心、日本国立鸟取大学、美国夏威夷大学等单位，承担研究助理、特别研究员（博士后）、访问学者等职。2013年开始正式就职于北京大学深圳研究生院城市规划与设计学院，担任助理教授，研究方向为区域经济、经济地理、资源环境管理等。主持国家自然科学基金1项，主持国土资源公益性行业科研专项分课题1项；在国内外知名期刊上发表学术论文近20篇，代表性论文见诸于《地理科学》《地理研究》《人文地理》《经济地理》《国际城市规划》等刊。

本书以政策重点区黄土高原地区调研农户为研究对象，基于农户农业生产及家庭经营效率及生产率视角，探讨退耕还林政策对参与农户可持续生计、农村可持续发展的影响，重点关注政府生态服务付费政策措施的影响及其作用机制，具有重要的理论价值与现实意义。
在实证研究的基础上，本书得到了一些重要的观点：“没有证据表明政府生态服务付费政策促进农业生产及农户非农就业，相反亟需关注其财富效应及其在不同群体中的异质性影响；人力资本、家庭结构、土地整备、土地流转、农业信贷、农业培训等对于提升农户农业生产及家庭经营效率及全要素生产率、提升其收入水平，促进可持续生计，具有显著作用。”
