阿尔弗雷德·塞耶·马汉（Alfred Thayer Mahan,1840-1914年），美国历历史记录有名、很有影响的海军战略理论家和历史学家。被美国史学界称为“海权论的思想家”、“带领美国海军进入20世纪的有先见之明的天才”。马汉“海权论”思想，将控制海洋提高到国家兴衰的优选战略层面，认为海权与国家兴衰休戚与共，并提出“海权包括凭借海洋或通过海洋能够使一个民族成为伟大民族的一切东西”。
