密晨曦，女，国家海洋局海洋发展战略研究所，副研究员。2006年毕业于英国埃塞克斯大学，法学硕士；2011年就读于大连海事大学法学院，攻读博士学位。个人研究领域主要是靠前海洋法律和权益，海洋争端解决机制以及极地法律问题等。

　　张颖、密晨曦编写的《平安海洋(中国的海洋法 律与海洋权益)(英文版)》从海洋法的发展历程、海 洋法的内容、海洋权益的范畴、海洋维权热点问题等 几个方面，介绍中国海洋法律发展和维权工作进展情 况。反映了中国为坚决维护海洋权益不受侵犯，同时 保持与海上邻国的稳定关系和共同发展，中国始终奉 行和平解决海上争端的基本原则，妥善处理与有关国 家的矛盾，为营造和平稳定的地区环境做出积极贡献 。
